Upgrade GitHub actions workflow runners, i.e. the ubuntu runners should be using ubuntu-22.04 instead of ubuntu-20.04.
Judging from the ubuntu-18.04 runner's timeline, we can expect the 20.04 runner to be phased out starting mid 2024.
⚠️ Be careful with setting the runners to ubuntu-latest, which may lead to breaking CI, see #14587. The first python 3.8 version the 22.04 runners support is 3.8.12.

The macOS runners are as of March 2023 up to date running on macos-12.
