Bugfix Release: Re-Add app location registry snippets

Registry Location snippets were missing from the horde-reconfigure command and only written on install codepath. Fix this.

Move static dir out of horde app

The static dir is used to cache web-readable artifacts. Contents inside the horde base app get wiped during upgrade.
