Summary

Create a workflow that creates a python manylinux wheel out of maliput (maliput + maliput_py).
Base the work on top of the poc branches:

• maliput_py/francocipollone/poc_manylinux
• maliput/francocipollone/poc_manylinux
• python-cmake-wheel/francocipollone/python_lib

Steps

• Create a workflow for deploying a custom docker image in ghcr based on quay.io/pypa/manylinux2014 image and that adds maliput's specific dependencies. Provide a manylinux dockerfile for wheel creation maliput_infrastructure#313
• Create a workflow for creating a manylinux wheel that uses the custom image.
