Consider adding rules that will not work in IE

Some options to consider:

1. Yolo (IE should die anyway)
2. Create an export / import disabling these rules to make it easier on consumers (ie. require('eslint-config-get-off-my-lawn/disable-rules-that-break-ie'))
3. Recommend polyfills that can be added to babel / webpack to transpile correctly

Some rules that would be nice to add, but will break when used in IE:

• unicorn/prefer-modern-dom-apis
• unicorn/prefer-reflect-apply
