pq (json meta) with unreached embedded synonims fails to load

1. Percolate index
2. .meta in new (json) format
3. Uses synonims, and they're embedded.
4. File of synonims is not reachable.

Result - index rejected to load because it can't find synonims file.

This is not the case with old (binary) format.
That should also not be the case with json, because we should just use embedded synonims and don't need physical file.
