We should return an error when trying to create a distributed table with create table … local=UNKNOWN agent= if the table doesn't already exist.

This task is blocking: manticoresoftware/manticoresearch-buddy#230

should be fixed at 9dda36d now create distributed table should fails on missed local index or invalid agent description
