failure with shapefile containing DBF with differing CASE

Fails to load in tilemill due to the different case of the dbf file:

QGIS is able to open so I guess we might want to adapt to this, but I could go either way...

Do you know if case-insensitivity is explicitly mentioned in some Shapefile format documentation, and not just implied by its common use in Windows-land? I can't seem to find any info about this.

@ajashton, know I have no idea - I doubt it is spelled out anywhere.

ArcMap also opens said file without complaining. Since both major GIS gui apps ignore the name diff, seems we should too.

Fixed in tilemill
