[Planning] Mapping turn-lanes in Washington, New York and SF

Per voice with Alex and Peru-Team, we are planning add missing turn-lanes on motorway, trunk, primary and secondary roads in San Francisco, Washington and New York.
We've already worked on motorwa and trunk in SF, but missing turn-lanes on primary and secondary roads.

Our next acction should be :

• San Francisco. (high priority) - primary and secondary.
• Washington DC. (low priority ) - motorway, trunk, primary and secondary
• New York. (low priority ) - motorway, trunk, primary and secondary
