Isn't this just a CHANGELOG file now? Except for this gnu standards doc, I never see news files and always see changelog files.

Well, the gnu standards asks for NEWS.
We have them in PostGIS, GEOS, Ming and Gnash.

I've no problems if you want to call it CHANGELOG, as long as there's one.

merged NEWS in #112, but renamed to CHANGELOG.md in 449e319
