There are two initial risk factors to be implemented:

Discontinuous subpolygon inside another polygon - this is suspicious - should be implemented after Address points sets to polygons conversion #11 is done.
School capacity / catchment area size mismatch - this cannot be done exactly, as granular data for persons per address points are not available. There could be a simple heuristics - # of address points per one pupil.
