When a smart client app goes offline it should be possible to force all data portal calls to run on the client device.

  1. Add an IsOffline property to ApplicationContext
  2. If this value is true then the client-side data portal should direct all calls to LocalProxy, preventing any attempt to call a remote data portal server endpoint
