Change message for access denied (user not on whitelist)

Currently, when a user is not on the whitelist, connection attempts give a 
"server temporarily unavailable" message.  This is causing a lot on hte forum 
because it's making people think the server is down.

We should distinguish the case where the user is not on the whitelist show a 
message, with a link to a page of explanation about what to do, e.g., check you 
are using the right user name, verify that you are a member of the tester 
group, if this is the MIT instance ,....
