Store picture term definitions in files

Currently, predefined picture terms can be imported using a backend module. These can be modified afterwards, additional terms can of course be added as well.

To share these picture terms between TYPO3 installations, it would be useful to ship and extend the picture terms as files. YAML configuration could be an option.
