Rewriter and error handler changes not updating with bootstrap

Changes to the url-rewriter and error-handler properties don't get take effect on an existing app server with a bootstrap. It works if you wipe, then bootstrap.

Just tested this with Roxy 1.4 (dev) and it worked fine on a second bootstrap. Try with the -v flag (ml {env} bootstrap -v) ... maybe there was an error that didn't get displayed?

The change I am trying to make is to set it to be blank. That isn't working on bootstrap, but I can change the rewriter to some other non-blank string.
