Add a command "ml extend " that will create a library module with the right namespace, functions for all supported HTTP verbs, and the annotations for each of those functions.

Handle an optional "--prefix 

". If provided, it will be used as the prefix for the module's namespace. If not provided, the prefix "ext" will be used.
