[MaterialTimePicker] Keyboard does not reliably open in keyboard input mode

Description:
Opening the MaterialTimePicker in keyboard input mode does not open the soft keyboard. Only when tapping on the area around the text inputs at some unclear location is the keyboard opened.

Expected behavior:

Always open the keyboard when either the hour or minute text inputs have focus.

Android API version:

API 30 (Android R)

Material Library version:

1.3.0-alpha2

Device:

• Emulator
• Pixel 4XL
