Investigate issues with app:install, npm run watch commands in Windows 8

Some commands seem to fail in Windows 8 (only?). I'll need to investigate why.

Issues to investigate:

• npm run dev stuck at 95% emitting: Stuck at 95% Emitting laravel-mix/laravel-mix#1126

• npm run watch crashes

• Issue with app:install command: Probably mitigated by changes in Create AndroidApp API routes, feature tests, database fixes #27, but need to test.

Removing the milestone on this. Will look into it time permitting, but it is a low priority issue since we are all able to install the server and get it running eventually.

We are now approaching the end of the project with the deadline on Apr. 6. Unfortunately there was no time to test these issues but they are fairly insignificant. It is very likely that these issues are part of Laravel itself (and may have already been resolved as the version of Laravel that we are running is fairly old by now). We will forego completing this issue in favour of completing the documentation for the project.
