Current Flow Moving the Toolbar:

  1. User moves the toolbar to a different part of the art board
  2. User edits constraints
  3. Preferences pop up
  4. User sets preferences
  5. User clicks another layer and the toolbar returns to the bottom of the art board.

Ideal Flow Moving the Toolbar:

  1. User moves the toolbar to a different part of the art board
  2. User can also move the constrain preference pane independently of the toolbar constraints
  3. Both elements stay fixed where the user moves them to
