Update Compliance Export UI configuration text for Cloud instances

The Compliance Exports feature has configuration text that is not cloud friendly. It currently reads for Actiance and CSV to download reports from local storage which is not available. Actiance and CSV files can be downloaded from the UI per https://mattermost.atlassian.net/browse/MM-29223.

Format of the compliance export. Corresponds to the system that you want to import the data into.

[For Mattermost Enterprise Edition]{color} Actiance XML compliance export files are written to the "exports" subdirectory of the configured {color:#00b8d9}�.

[For Mattermost Cloud] System Admins can download Actiance XML compliance export files by selecting the Download link available in the Files column of the compliance export status table below.
