packages in the wild have crazy weird stuff going on, e.g. setup.py only packages, packages with modules as a file (which doesn't have as clear guidance on where to put meta data) and so on.

By default strict mode should be off.

In strict mode, surprising things, like python files without extensions will cause an exception.
