Go build action should only run on new tags/tag updates

Currently the GitHub Go build action runs on every push to main and builds the binaries and then does nothing with them.
Only when a new tag is pushed does it upload the newly built binaries and create a new release.

That's a lot of wasted resources. We should only actually build the binaries when we upload a new release.
