Resubmission

This is a resubmission. In this version I have:

  • Fixed hyperlinks that were pointing to redirects
  • Omitted redundant 'A simple package' in the Description field of DESCRIPTION
  • Added a link to a review paper describing the method to the Description field. I don't have a paper that describes this package, per se. The most full description is in my thesis, but that includes a whole bunch of other stuff so it wouldn't be a good description to use.

I get the following note when testing on some platforms. The upvoted answer on stack overflow says that happens when http://worldclockapi.com/api is down. At the time of submission this appears to be the case, with a 403 error, so I am assuming it is out of my hands.
