Runic Healing talent for Obsidian Warhammer doesn't work

Describe the bug
After selecting the Runic Healing talent for Obsidian Warhammer (While standing in Dark Matter, Obsidian Infusion is consumed to heal me if not full hp) does not work. I can see the Runic Healing status appear on my status bar, but it does not heal me or consume Obsidian Infusion.

To Reproduce
Enter training room with Obsidian Warhammer with Runic Healing talent, plus Black Rock Cuirass to reduce own hp from full.
Turn on Umbra Embrace from BRC.
Use Dark Jump and Siphon Strike on dummy repeatedly to generate Dark Matter and Obsidian Infusion.
Observe that OI is not consumed and no healing is received. (Healing Done tracker also shows nothing)
Turn off Umbra Embrace just in case and continue performing rotation while at roughly 50-60% hp. Runic Healing continues to not work.

Expected behavior
Runic Healing should work as described by tooltip.
