ActiveRecord::RecordInvalid: Validation failed: Tag has already been taken

rails 6.0.2.1 with ruby 2.6.5 and 2.7.0 with Postgre
acts as taggable version 6.5
receiving this error while saving a new valid object with tags - this error happens often.

• after sending the same request - it can pass, but it also can fall with the same error.
• I can correctly save object without tags
