Solution to make MBNOG_URL easier to use #1

I think what I need to do to make MBNOG_URL easier to use is to have a latest-mbnog-rib.bz2 that always has the latest mbnog RIB. I'll see what I can do about uploading the latest RIB into a consistent location.

Now exists.
Commit aa25cd6 uses this.
