Unify Filters and Rules

This will create the possibility to go beyond Filters and Rules. And will be called Section, Sections will be a part of a Pipe and each Pipe will be a part of a Joint and each Joint will be a part of a Plumbing. Sections will receive a input and return an output, but also Sections can fail.
