Add parcel support

Add support for parcel in the form of a plugin. Since parcel is zero-config we need a way to detect a correct value for the existing config options. We will also need to update the readme and documentation to reflect that this project is not only a wepack plugin.

Edit: We can probably use this plugin as a source of inspiration.
