[CSS] Enable css-values-4 math functions by default

Acceptance Criteria

• The listed features are documented sufficiently on MDN
• BCD is updated
• Interactive example and data repos are updated if appropriate
• The content has been reviewed as needed

For folks helping with Firefox related documentation

• Set bugs to dev-doc-complete
• Add entry to Firefox release notes if feature is enabled in release
• Add entry to Firefox experimental features page if feature is not yet enabled in release

Features to document

Specifically enabling these prefs (previously nightly only):

• layout.css.round.enabled
• layout.css.mod-rem.enabled
• layout.css.exp.enabled
• layout.css.abs-sign.enabled
  Specifically these functions: round, mod, rem, pow, sqrt, hypot, log, exp, abs, sign

The following math functions are enabled by default via the following prefs:

• layout.css.round.enabled
  • round()
• layout.css.mod-rem.enabled
  • mod()
  • rem()
• layout.css.exp.enabled
  • pow()
  • sqrt()
  • hypot()
  • log()
  • exp()
• layout.css.abs-sign.enabled
  • abs()
  • sign()
