Work on process and framework for MDN short surveys

Make sure there is template, clear framework and guidelines, for running such a survey, clear thoughts on what PII is needed in general, etc.

Updates here. I've reviewed @robnyman 's docs, made suggestions, and Robert has responded. We now think that this is looking pretty good, but feel free to give us more feedback (soonish!)

The next steps are going to be:

1. Talk to the MDN dev team about the technical requirements to see how feasible they are.
2. Talk to the MDN legal team to see what they think of this plan, and whether there is some kind of agreement we can reach that involves a stock privacy agreement that we can use, provided that we don't collect anything outside a specific set of appoved data, or distribute the data outside of a certain agreed way. Or whether they'd need to approve it all on a case by case basis?

Depending on the answers that come out of the above, I would then go ahead and write an MDN page that details the process for running short surveys on mdn, provides the template, etc.
