github-pages manula setup for `shphinx` documentation #11

Required commiting change on buld manula setup.

Workflow:

Create an empty .nojekyll file in the docs folder to turn off Jekyll #12
Create an index.html file in the docs folder with meta contents #13
Run on wsl this command sudo python3 setup.py install build_sphinx
Then run git add /docs/. commit and push the repo
In the Pages box on the project Settings page, choose to master branch and /docs
Visit https://mdsanima-dev.github.io/mdsanima-dev/

Meta contents on index.html file: <meta http-equiv="refresh" content="0; url=./docs/html/index.html" />
