[v1.0.0b] [Task] - Recipe Scraper Rules/Automations

What is the problem this task addresses?

Currently the scraper doesn't perform any "Smart" actions on scrape. It would be beneficial to create rules around the content of the recipe and apply them when/if it's successfully scraped.

Proposed/Possible Solution(s)?

Example Rules:

1. If recipe text contains "dinner" apply "Dinner" tag
2. if recipe text containers "potatoes" apply "side" tag
3. Always apply "Haven't Cooked Tag"

Open to additional ideas of what could be done using this pattern of behavior

Something I manually do right now in v5, If the scraper does not pull in instructions or ingredients, I tag it as "Needs Fixing" or "Missing Data" so that I can circle back and fix it later.
