In PHP 5.2.8 with IIS 7, the $_SERVER array is lacking REQUEST_URI.

currently: 
  $url = str_replace("&action=purge", "", $_SERVER['REQUEST_URI']);


better:
  $url = str_replace("&action=purge", "", $_SERVER['HTTP_REFERER']);
