setupLogVisibility: feature or private?

Hi!

I was wondering whether the function exported from require('log/lib/setup-visibility') is to be considered a public feature to allow users to re-configure log level visibility, or if it's a private (library-internal) function?

In case of the former, please let me know then I can create a PR to extend the readme.

In case of the latter, would it be possible to provide a similar public function? Or if such a function already exists, please let me know!
