KAME project

kernel part:
- share sys/netnatm and other atm stuff across platforms
- share and support netpm (v4-v4 NAT), ptr (v4-v6 NAT)
	KAME/FreeBSD228 compiles fine
	KAME/BSDI3 compiles fine
- update netpm/ptr for KNF
- update netpm/ptr for better kernel-user interface (do not occupy IPPROTO_xx)
- share and support ALTQ 1.2
	KAME/FreeBSD228 supports this
- support ip6fw on platforms
	KAME/FreeBSD228 is okay
	KAME/NetBSD is okay
- fix tcp code in each of operating system to support both AFs
	KAME/NetBSD is okay
	KAME/FreeBSD33 is okay
	(they are totally different, so we need to sync)

userland part:
- import IPv6 install floppy generator (src/release for FreeBSD, src/distrib
  for NetBSD)
