Playwright PoC (and contributing docs) for e2e testing of Meshery UI

Current behavior:
Community members have expressed issues while working with cypress as e2e testing tool:

• Hard to write tests.
• Complex debugging.
• No ease of use.
• Brittleness of existing e2e tests

and the list goes on an on

Expected Behavior:
We'd like a Playwright Proof of concept that showcases the basic

Environment

• Host OS: Mac Linux Windows
• Platform: Docker or Kubernetes
• Meshery Server Version: stable-v
• Meshery Client Version: stable-v
