Add debug endpoint listing all known executors known to the scheduler

We maintain an executor registry in the scheduler backed by a LRU cache.

For debug purposes it would be nice to have a /debug/executors endpoint listing all known currently executors stored in contrib/mesos/pkg/scheduler/executorinfo/registry.go#Registry.
