That's hard to say since both tend build their classes based on the visual design.
I've also found that OOCSS and SMACSS are more useful the bigger your site and less predictable your content (since they're basically good rules for creating your own frameworks). On a single page site that's not going to change I'm not sure the best way to integrate their ideas.
I agree that the utility for this particular site would be fairly minimal, but I'm still interested in the idea as a demonstration of best practices (if there's any value in that).
What would a version of the HTML that closely adheres to OOCSS and/or SMACSS principles look like?
