Add better project management

Add a new page for project management.
The current "Quick 'n Dirty" way with Projekt-Managers on the Access-Path list page is not enough.

I know this is an old issue but I would love to see this implemented. We have a couple project managers at our company to manage the many repos we have. One thing that would be super helpful would be if the project manager could manage the users under their repositories. Especially things like password resets.

Right now giving the ability to manage password resets is global so any user could be modified.
