Assign everyone a task/bug to implement the Bug Tracking System

I'll go ahead and assign out tasks now. If you want to do one for yourself, go ahead, otherwise I'll take care of it here shortly.

Feel free to put your own task on the issue tracker. This way this can count as one of your issues for the week and other people can see what you are doing. Garret Im adding another phase "Complete Phase 2"
