deploy commits to master to /staging/ on the web branch (/resources/ -> /staging/)

make sure to ignore the dir on other deploy action and vice versa

not currently possible to deploy two sites to github pages with actions, it seems, but it may be possible in the (near?) future with the preview input: https://github.com/actions/deploy-pages#inputs-
