Looks like you added a 3rd party repository for Python 3 manually, where the PGP key is not valid anymore. It's a Buster repository, while your system is on Bullseye. Any specific reason for have it added? Usually this is not needed.

It is a weather station software written in Python. It might work to just redownload/update the key, following their instructions. The docs still suggest to add "buster" as suite, so there seems to be no Bullseye suite and the Buster packages might work instead: http://weewx.com/docs/5.0/quickstarts/debian/#configure-apt
