App remains highlighted when it shouldn't. Cannot open it by clicking

• Issue happening on dual monitor setup

Settings to reproduce:

1. Dock showing only on primary monitor
2. "Isolate Monitors" turned on

Steps to reproduce:

1. Open two instances of the same app (Brave Browser in the video)
2. Move one instance to the secondary monitor and keep it focused there
3. Have no app open or focused on primary monitor

Bug: Although no app is focused on the primary monitor and the "Isolate Monitor" setting is ticked on, the dock will show as if the app in question is focused on the primary monitor, making it impossible to open the app (that has another instance on secondary monitor) again by clicking on its icon in the dock.
