Release notes / What's New / Breaking Changes section should come at the bottom of the docs, not at the top

Issue description

The template docs put release notes and such at the top of the page, but most people in the world aren't yet Micronaut users and so the most relevant thing for them to see is general information about the module. Stuff only of relevance briefly, to people upgrading, should be at the bottom of the page.
