Samples: CDN link needs to be updated #2104

This is a simple fix and I will add it to 4.5 for immediate resolution.

Describe the bug

All samples using the CDN currently point to https://cdn.botframework.com/botframework-webchat/master/webchat.js, but this package is no longer being updated.

For users who need to test against Web Chat's latest bits, please see our documentation on pointing to our MyGet feed for latest bits
