Creating new documents in Word Online results in two PutFile calls #183

When creating new files in Word Online, the WOPI host will receive two PutFile requests from Office Online instead of one.

We are working on a fix, but it is low priority.

This has been fixed, but is not yet available in the test or production environments. It will roll out over the next 2-3 weeks.
