Provide a description of the new feature / enhancement

Color picker should be integrated to Windows 10 or it should be available like power rename that doesn't need to execute PowerToys to run.

Maybe combined with #7423?
Haven't seen a clear answer to the question if a module like this can work as a stand-alone (independant from runner) app, yet. Would it need (much) re-writing?

Right now, you could but some scenarios wouldn't work well like when interacting with elevated applications. We are trying to limit was is run as admin.

It was standalone until quite recently when keyboard listener was switched (if it already happened) to the one from runner. So it can be standalone, it would only need to be started as admin to be able to react on the activation shortcut when admin elevated app is currently focused.
