Steps to reproduce

I have 3 screens.

1. Setup some FancyZones (different for each screen)
2. Open some Chrome and other software that will auto reopen once you restart the PC.
3. Restart the PC and you'll see that they do not fit within the same place anymore.

It seems that thare is a delay. Apps starts before actually FanzyZone (PowerToys) starts.

✔️ Expected Behavior

A Windows is restarted and the previously opened software pops up. They should be where they were before restart. But its not the case.

❌ Actual Behavior

When restarting the PC. It seems that Windows that was previously opened doesn't match the zones.
So basically, location of the windows are not saved.

Hi @heyvoon, thanks for reporting! Let's clarify some details. Are the layouts themselves correct after startup? And if you restart PowerToys, are those snapped windows return to the zones where they were attached?

I wrote this on #13001 before.

I have two monitor. But FancyZone adds new monitors to zones-settings.json after restart to computer.

1 - I backup my settings from v0.43.0
2 - I use it on v0.45.0
