[Keyboard Manager] Remapping Ctrl to another key causes Clipboard History Paste to fail (win+v)

Steps to reproduce

1. Remap Ctrl to Alt
2. Confirm you want to remap it
3. Copy some text
4. Paste via Windows Clipboard History into Notepad (via win+v and choosing the text)
5. Observe that upon the "paste", the Alt key is being triggered instead of pasting

✔️ Expected Behavior

It should not break the Clipboard History feature and allow pasting properly

❌ Actual Behavior

The Ctrl remap key is being triggered in the action of a Clipboard History paste

Tried it and I also see that this is not working right. @crutkas does clicking on an item in the Clipboard history send Ctrl+V?
