Description of the new feature / enhancement

I use a 2 in 1 like surface and I usually use the touch keyboard on Windows 10/11.

And I am a developer. So, like some developers, I swap Ctrl and Caps Lock for each other.

However, if I use PowerToys Keyboard Manager for swapping, I can't use the touch keyboard normally, including the clipboard.

even if you are not developer, keyboard mapping is not good on touch keyboard because eye is only way for distinguish each key

I can't find a way to determine whether virtual or not when key was pressed
But I found a way to detect when the touch keyboard is popped

IMHO, It's a good that there is option for disabling Keyboard Manager when touch keyboard is popped

Scenario when this would be used?

When using a 2 in 1 or tablet (such as a surface) with a power toy

IMHO, The cause seems to be the same as #14556 issue.
