FancyZones windows resize height after leaving full-screen application. #17927

Steps to reproduce

Create an 8 section grid in FancyZones (4 sections horizontally, 2 sections vertically). Set a web browser(occurs both in Chrome, Edge, and Firefox) or VS Code to take up 2 of these sections so that the window is full height. Start application that is set to exclusive full screen (Tested a few, some trigger this and some do not, but only ones with exclusive full-screen in my testing). Alt tab out of the full-screen application or close it. The browser or VS Code windows resize to half height.

System Info:

OS: Windows 11 Pro 21H2
Screen Resolution: 5120x1440

✔️ Expected Behavior

Windows should not be resized.

❌ Actual Behavior

Windows resize to be in only one zone, the uppermost one.

Other Software

Currently, this occurs with numerous full-screen applications. Most notably, the game Stellaris.

Included screenshot to better demonstrate the grid set up. I am not able to reliably demonstrate the behavior, as it happens intermittently. I've also noticed this behavior for a few months now, so I would rule out any recent regression as being the culprit.

Hi there!

We need a bit more information to really debug this issue. Can you add a "Report Bug" zip file here? You right click on our system tray icon and just go to report bug. Then drag the zipfile from your desktop onto the GitHub comment box in this issue. Thanks!
